Fan only comes on "high" lost itermediate speeds. Switch tests OK.

Any ideas on cause?

Where is the blower heater on the 99 Camry in case it is the resistor?

Oh boy. You know, Toyota doesn't always make things easy...

On the assembly where the blower fan is mounted, there is a 'resistor
farm' that controls the speed of the fan. The blower motor, unlike US cars
where it is mounted on the firewall, is mounted under the dash on the
passenger's side of the car. If you are *lucky*, you will be able to
remove it without too much trouble. I doubt this is the case. The same
thjing happened on both my '85s. I fixed the one on the 'Rolla, said to
hell with the one on the Celica...

There are 3 10mm bolts holding the assembly together. One is at the back
right up against the firewall; this is the tough one. When you do get it
off, the resistor farm is mounted on the flange. I think you can replace
just the resistor pack, for some reason $85 sticks in my head, whch
probably means replacing the whole assembly. Luckily I had another car I
had bought for parts, so I took it out of that. I remember making up some
colorful expressions while doing this job! :O
